Yes, you can. However, it would have been helpful prior to a review for your supervisor to communicate her/his concern about not meeting standards. A wise supervisor doesn’t just grade; he/she coaches, holding skull sessions frequently and pointing out what is right and what is not up to standard. Also a good supervisor specifies training that is needed that would help the employee meet standards. Can a teacher wait until the end of the semester to assign a D. Yes, she/he can. But that is not the best way to help a student.
